The private sector and the future of health care in Africa

Preannouncement international conference 23 October 2008 in Amsterdam

Two years ago the Ministry of Development Cooperation awarded a €100 million subsidy to the Health Insurance Fund for the introduction of a health insurance scheme in Africa. It is one of the most innovative projects to increase the capacity and effectiveness of health care by using the private sector in developing countries. In the meantime, tens of thousands of market women in Lagos and farmers in Kwara State in mid-Nigeria have been assured of good basic health care, including treatment for HIV/AIDS. These low-income groups and their families are the most important target group of the Health Insurance Fund.
Several times, Minister Koenders has referred to this project as an example of how development cooperation should ‘come out of the foxhole’ and break new ground by cooperating with the business community, among others.

On 23 October the Health Insurance Fund will organize its first international conference entitled:

‘Healthcare Systems in Africa: Time for a New Paradigm –
Mobilizing the private sector to develop a sustainable healthcare economy in Africa’

A selection of (inter)national speakers will address this new approach in order to realize a sustained healthcare economy in Africa. For the first time in years Dutch author and two times winner of the Nipkow Award Adriaan van Dis will take up his role as interviewer and question Minister Koenders about the Africa policy and the specific role of this program in this policy.

She obtained her MBA in Harvard and returned to Nigeria where she took over the helm of Hygeia, which had been founded by her father. Her father, professor Elebute, who will speak at the conference as well as his daughter, ranks as the éminence grise of Nigerian health care as he went his own way due to dissatisfaction with the badly functioning public healthcare system.

Vooraankondiging internationale conferentie 23 oktober 2008 in Amsterdam

• Minister Koenders opent conferentie en wordt geïnterviewd door Adriaan van Dis
• Sprekers van de Wereldbank, Health Insurance Fund, International Fund for Health in Africa (IFHA), het AMC, Center for Poverty-related Communicable Diseases, PharmAccess Foundation en sprekers uit o.a. Tanzania, Nigeria en Rwanda

Twee jaar geleden kende het ministerie van ontwikkelings-samenwerking een subsidie van €100 miljoen toe aan het Health Insurance Fund om een ziektekostenverzekering in Afrika te introduceren. Het is een van de meest innoverende projecten om de capaciteit en effectiviteit van gezondheidszorg met behulp van de private sector in ontwikkelingslanden te vergroten. Inmiddels zijn tienduizenden marktvrouwen in Lagos en boeren in de Kwara Staat in midden-Nigeria verzekerd van goede basiszorg, inclusief de behandeling voor HIV/Aids. Deze lage-inkomensgroepen en hun families vormen de belangrijkste doelgroep van het Health Insurance Fund.
Minister Koenders heeft dit project al meerdere malen aangeduid als voorbeeld van hoe ontwikkelingssamenwerking uit haar ‘schuttersputje moet komen’ en nieuwe wegen moet inslaan, onder meer in samenwerking met het bedrijfsleven.

Op 23 oktober organiseert het Health Insurance Fund haar eerste internationale conferentie getiteld:

Een keur van (inter)nationale sprekers zal ingaan op deze nieuwe aanpak om een duurzame gezondheidszorgeconomie in Afrika te realiseren. Voor het eerst sinds jaren zal schrijver en Nipkowprijswinnaar Adriaan van Dis zijn rol als interviewer weer op zich nemen en minister Koenders aan de tand voelen over het Afrika beleid en de specifieke rol van dit programma daarin.
